1. Connect to the VPN.
2. Connect other devices to the hotspot of this device.
3. Click Start in VPN Tether.

No root

1. Connect to the VPN.
2. Start the http proxy in the VPN Tether.
3. Connect other devices to the hotspot of this device.
4. Set up http proxy on the connected device.

No internet connection?

The core of the problem is that the VPN tethering device doesn’t give out proper IP information to the client devices when they connect. But you can manually configure those client devices to have static IP addresses, gateway and if needed DNS.
